Background

Smart Cities Mission is an urban renewal and retrofitting program by the Government of India with a mission to develop 109 cities all over the country making them citizen friendly and sustainable. The Union Ministry of Urban Development is responsible for implementing the mission in collaboration with the state governments of the respective cities. The Government of India under the Hon'ble Prime Minister Shri Narendra Modi has a vision of developing 100 smart cities as satellite towns of larger cities by modernizing the existing mid-sized cities.

Gujarat is a solar energy-resource- rich state and receives solar radiation in the range of 5.5-6 kWh.m2/day for more than 300 days of the year. The government of Gujarat has acknowledged the fact that renewable energy can increase the state and national energy security and intends to increase the share of renewable energy, particularly from solar energy in its energy basket. Gujarat has provided a conducive policy framework for promotion of solar rooftop as in such plants there is no land requirement of land, energy is consumed where it is generated; there would be no element of transmission loss or wheeling loss and such plants would be in the interest of public at large as well as state utility.

Introduction

Global installed capacity of solar photovoltaic (SPV) in 2015 was around 177 GW, of which 38.7 GW of PV capacity was installed and connected to the grid in 2014. Asia ranks first with around 60% of the global PV market. Of 38.7 GW of solar installed in 2014, China ranked at the top with installation of around 10.6 GW of grid-connected solar power, followed by Japan (9.7 GW) and USA (6.2 GW). As per IEA PVPS (International Energy Agency Photovoltaic Power Systems Programme) Snapshot Report 2015, India ranked at 10th place in cumulative PV installations, mostly grid connected.

Activities Remarks
‘Baseline Survey’ For collecting information such as electricity consumptions pattern, buildings occupied by various sectors, building byelaws, other incentives available from local Government to promote solar in Surat city.
Signing ‘MoU’ and letter of intent with GEDA and DISCOMs For selection of vendors for installation of solar plants and channelize the Central/State Government subsidy/incentive to consumers.
Solar Energy Guidebook TERI is preparing guidebook covering National Solar Mission programme, state-level policy and regulatory aspects, project-level techno-economic viability analysis (including project financing), business models (CAPEX, RESCO etc.), project operational guidelines etc.
Online knowledge portal It includes relevant information for rooftop solar power plants such as solar calculator, online installation interest form to facilitate consumer outreach, and creation of projects pipeline.
Helpdesk for solar rooftop at SMC SMC will create helpdesk which will act as single point of contact for consumers’ information, feedback, etc.
Mega event for launch of solar rooftop On September 22, 2016, a mega event would be organized and online registration of application will start which will end on October 31, 2016 (by IST 6PM).
Stakeholders workshops TERI in association with SMC will organize programmes/workshops covering various aspects SPV power plants.
Consumer awareness programme SMC will conduct consumer awareness programme for general public through advertisement, hoardings, etc.

  • Consultancy work for preparation of tender document, evaluation of bids and recommendation of appropriate Bidder for 3.6 MWp solar Photovoltaic Power Plants at Various sites of Surat Municipal Corporation (SMC).
